Staff Analysis of the Legislation

This legislation prohibits law enforcement officers from using an individual's race or ethnicity as probable cause or reasonable suspicion for stopping a driver.  It requires all law enforcement agencies to adopt a policy and implement an annual training program regarding racial profiling.  At any vehicle stops, other than a fixed road block, a law enforcement officer will be required to collect certain information about the stop on a form developed by the Department of Driver Services.
